3E Thermal is a statewide initiative of Capstone Community Action, in partnership with several other Vermont organizations that promote energy efficiency and affordable housing. 

Efficiency Vermont

Efficiency Vermont is Vermont’s statewide energy efficiency utility. Each year, Efficiency Vermont works to bring the benefits of electrical and fuel energy savings to Vermont homes, businesses and communities. Today, thousands of Vermonters are enjoying homes that are more affordable, comfortable and healthy. Businesses big and small have reduced operating expenses and invested in their growth. 

Vermont Weatherization Program

3E Thermal works closely with the Vermont Weatherization Program, managed by the Office of Economic Opportunity, Department for Children and Families in the Vermont Agency of Human Services, and the local Weatherization Assistance Program agencies.

Vermont Housing Finance Agency

Vermont Housing Finance Agency (VHFA) was established in 1974 to finance and promote affordable housing opportunities for low- and moderate-income Vermonters. Since its inception, VHFA has assisted 30,000 Vermonters and their families purchase primary residences. It has also provided financing, development and management support, subsidy administration and tax credits to over 8,800 units of multifamily rental housing. 

Vermont Housing & Conservation Board

Since 1987, the Vermont Housing & Conservation Board has been creating affordable housing while conserving agricultural and recreational lands, forestland, natural areas and historic properties. Since its inception, they have awarded nearly $400 million to nonprofit housing and conservation organizations, towns, municipalities and state agencies to create over 10,000 homes in more than 200 towns.

Vermont Energy Investment Corporation

Founded in 1986, VEIC is dedicated to reducing the economic and environmental costs of energy use. Through comprehensive energy efficiency utilities and implementation and consulting services, VEIC works with utilities, government agencies and foundations in the design and delivery of energy efficiency and renewable energy services.

WEATHERIZATION ASSISTANCE PROGRAMS

Capstone Community Action

Capstone serves Orange, Lamoille and Washington counties, helping low-income residents meet basic needs such as food, shelter and transportation. Capstone also builds sustainable communities with economic development and job training programs. Through its weatherization program, Capstone offers energy efficiency retrofits that save clients money and help ensure they are warm and comfortable in their homes. Capstone also offers a fee-based weatherization program called EnergySmart of Vermont

BROC Community Action

Operating efficiently in Vermont's Rutland and Bennington counties, BROC adopts a dual-pronged approach. Firstly, it offers immediate assistance through services like the Community Justice Center, Economic Development, Food & Nutrition and Housing/Fuel/Utility Assistance. Simultaneously, the organization facilitates sustainable progress by providing Home Weatherization and Income Tax Assistance.

Champlain Valley Office of Economic Opportunity  

Open since 1965, CVOEO provides essential support in times of crisis, offering food, fuel and housing assistance while fostering education, financial skills and assets for a stable and thriving future. The organization's diverse programs include Champlain Valley Weatherization, Community Action initiatives, Financial Futures Programs and Voices Against Violence/Laurie’s House, among others. Through comprehensive services spanning emergency shelter, housing advocacy, financial skill-building, and domestic violence support, CVOEO builds resilient communities in Northwest Vermont.

Northeast Employment Training Organization

Established in 1978, Northeast Employment and Training Organization, Inc. NETO delivers educational and charitable programs to income-eligible Vermonters. Their comprehensive Weatherization work scope includes health and safety measures, client education activities, mechanical measures, building shell measures, and electric and water efficiency measures, ensuring a holistic approach to energy conservation and household well-being in the region.

Southeast Vermont Community Action

SEVCA, an organization that began in 1965, offers a range of services including housing support, personal finance assistance, aid with heating and utilities, food access programs, weatherization and home repair initiatives, Head Start and a thrift store. These services are designed to create a welcoming environment, offering practical help, foster well-being and eliminate barriers to prosperity in Southeastern Vermont.
